Utility Billing
Sewer Services
The City of Burlington provides sewer services throughout the city limits of Burlington and in various surrounding areas. For questions about your sewer bill, contact our Utility Billing Clerk.

Your bi-monthly utility bill is mailed out during the months of January, March, May, July, September, and November for the proceeding two months of service. For billing periods including November through April, the sewer portion of your bill is based on actual water usage as provided to the city by the Skagit County Public Utility District (PUD). The remaining billing periods will average your usage for the above months to allow for water that may be used outdoors, typically during the summer months. For changes to your service or account, please print and return the Utility Billing Change Form to City Hall.

  • Cash: Monday - Friday, 8 a.m. - 5 p.m. inside City Hall located at:
    833 S. Spruce St.
    Burlington, WA 98233
  • Check / Certified Check / Money Order: Monday - Friday, 8 a.m. - 5 p.m. inside City Hall, by mail, or the drop box located outside City Hall on the north end of the building
  • Credit Cards: Visa, MasterCard, or Discover may be used by coming into City Hall
  • Payment by phone: Call 800-720-6847 - 24 hours per day. You can pay by check, VISA, Mastercard or Discover

Drop Box
Please note that the drop box can be used at any time including weekends and holidays. Drop Box payments will be posted no later than 3:00 PM the following business day. When leaving payment in the drop box, please place your payment in an envelope. Remember to note your account number on your check and include your payment stub. If you do not include a payment stub, please make a note of your account number or the physical property address.

Payments will not be taken or posted on days that the city is closed in observance of scheduled holidays.
